Housing Accountability Archive is organized as a public-interest case study and systems-analysis project. It asks whether program administration protects housing stability in practice, not only whether paperwork exists.
The archive uses documented summaries and verification labels so readers can understand the issues without exposing private participant records.
Administrative Displacement is the related conceptual-framework initiative. HAA remains the publication and documentation platform and links to that work instead of republishing it.
